A healthy safety culture is an important factor in overall safety performance; yet efforts in improving safety culture is not nearly as common as building specific safety programs or overall management systems. Why is this the case? In this discussion, we will be looking at barriers and challenges in efforts for improving safety culture; as well as potential solutions.

Improving Safety Culture: A Phased Change Implementation Strategy

The development of safety culture takes years to be established, and once it is engrained in the organization, it is very difficult to change. A very deliberate, focussed and long term strategy is required to be successful. In this discussion we will look at the phases or steps required to build a roadmap through the final frontier of safety management: Improving Safety Culture. 

Heinrich Beukes
Specialist, HSE Management Systems, EPCOR

Heinrich Beukes is an award-winning safety management, occupational hygiene and environmental management specialist. Following his education in public health and environmental health in South Africa, he worked as a Risk Professional for one of the largest transportation companies in the world. In Canada he went on to become Safety Professional for the Ontario Safety Association for Community and Healthcare, Health Safety and Environmental Manager at Molson, Director of Services and Resources at FIOSA-MIOSA (where he led the development of the BC Manufacturing Industry's Certificate of Recognition audit standard) and Director of Safety and Prevention at the Vancouver Coastal Health Authority. He recently joined EPCOR as the HSE management systems specialist. He has also worked with the Workplace Safety and Insurance Board, Ontario's Ministry of Labour and WorkSafeBC. He has several national and international accreditations, and received the Canadian Society of Safety Engineering award for Outstanding Service in 2014.
